Austrian Environment Minister Josef Proell has proposed a new national climate change law that would stipulate the share of effort that different ministries and local authorities should contribute to meeting national climate change targets, Euroends.
It doesn't make sense to miss our targets and then pay a penalty," Proell said at a political summit Thursday to discuss a new environmental strategy, adding that Austria could still lower its emissions by 2012, following a slight drop from 2005 to 2006.
Proell has a good rapport with Social Democrat head Werner Faymann, who is expected to be asked to form a government.
