Monthe was the Vice Chairman of the Advisory Committee on Administrative and Budgetary Questions (ACABQ) before taking office at the United Nations.

Monthe chaired the Anti-Corruption Unit in the Ministry, prior to which he was the Secretary-General responsible for the general coordination of its various services.

Monthe is married and has six children.
