Wu said more than 72,000 convicted criminal had been sentenced to community correction, and the re-offending rate of the more than 20,000 who had served their sentences was less than one percent, far below the the average re-offending rate of six to eight percent.
On the function of criminal justice, Wu said China has constantly strengthened the measures for human rights protection in both criminal legislation and justice administration.
In a May 2004 meeting with a top United Nations official, Wu was cited as stressing China's efforts toward "addressing human rights protection in both criminal legislation and justice administration.
