Matthew Cheung Kin-chung was appointed Saturday by China's Central People's Government as secretary for Labor and Welfare of the third-term Hong Kong Special Administrative Region (HKSAR) government, on the nomination of HKSAR Chief Executive Donald Tsang.

Permanent Secretary for Economic Development and Labour Matthew Cheung Kin-chung is tipped as a hot favourite to take over as director of the Chief.

The Permanent Secretary for Economic Development and Labour (Labour), Mr Matthew Cheung Kin-chung said that the increase would send a clear message to employers that wage defaults were a serious offence.
