Minister of Human Resources and Social Security Weimin Yin of China

Born in Lingshou, Hebei Province, Yin joined the Communist Party of China (CPC) in 1973.
After serving in the Organization Department of the Central Committee of the Communist Party of China for many years, Yin was appointed vice Minister of Personnel in November 2000.
On August 30, 2007, Yin was appointed Minister of Personnel.
On March 17, Yin was appointed as the first Minister of the new Ministry.
On March 19, 2008, Yin was also made the Party chief of the Ministry and the director of the newly formed State Bureau of Civil Servants.
Yin is a current member of the 17th Central Committee of the Communist Party of China.
Yin said migrant rural workers were the worst-affected group but their situation wasn't reflected in the unemployment rate because they moved so frequently.
Yin said his comment reflected a recent inspection by the ministry, but he didn't elaborate.
Yin said a new system to incorporate them into the nation's overall employment picture was currently on the drawing board.
Since 1978, Yin has been working in the Organization Department of the CPC Central Committee and some other government departments, mainly in personnel management.
Yin said joblessness had been most acute in China's coastal provinces, the nation's export-oriented manufacturing heartland, as light industry and textile companies closed, went bankrupt or stopped work.
Yin said the government would provide financial aid to companies to help them maintain employment, especially in the light industrial sector which employs up to 40 million Chinese.
Yin said China wants to keep the registered urban unemployment rate under 4.
