The current health system swallows up more than 200 billion crowns a year, including billions that are wasted unnecessarily, Julinek says in a document highlighting the draft reform.
Julinek said that the patients' planned payments of 30 crowns for a visit to a doctor's surgery and for an item on a medical prescription, 60 crowns for a day spent in hospital and 90 crowns for the use of emergency medical service are no reform but a mere measure to help stabilise the sector's finances.
Julinek said he insists on these payments.
Julinek has appealed to hospitals to seek such certificates as he believes that hospitals will have to improve their care of patients in their effort to gain them.
