Katosang was born in Koror, Palau, and graduated from Xavier High School, Chuuk, FSM.

As with many Palauans and Americans alike, Minister Katosang was unaware of the importance of school screenings and the fact that some learning disabilities can be ameliorated with proper refractive error correction.
