In the government appointed on November 20, 2007, Barbosa Pequeno was again named Minister of Foreign Affairs, replacing Carlos Gustavo dos Anjos.

Minister Manuel Barbosa Pequeno accepted an invitation to pay a reciprocal visit to South Africa at a date to be determined through the diplomatic channel.

Ovidio Manuel Barbosa Pequeno is the Ambassador to the United Nations for Sao Tome.
