A Swedish newspaper reports: "Infrastructure minister Asa Torstensson said that the money (from tolls) would be used only to finance road building.

The government has assessed that the competition problems in the broadband market, despite current regulation, are so severe that a new powerful tool is needed to sort them out," Infrastructure Minister Asa Torstensson said in a statement.

Ms Torstensson is the Swedish Minister for Communications since October 2006.
